Summary of Activities Related to the Oak Ridge Swimming Pool

Public Input Session:

The Board discussed holding a public input session on the Oak Ridge Swimming Pool project before issuing a survey.  The potential timing for the session was considered to be late February.

Geotechnical Testing:

Staff received follow-up information on the geotechnical testing performed on the pool shell. Additional boring was presented as an option in the report, but after discussions between the geotechnical testing firm and City staff, it was not recommended.
Initial testing did not indicate concerns that would warrant the additional drilling through the pool shell.

Board Work Plan
Oak Ridge Swimming Pool:

Discussion on holding a public input session prior to issuing a survey, potentially in late February.

Follow-up on geotechnical testing of the pool shell; additional boring not recommended after discussions with the testing firm and City staff.

Rec & Parks CIP Review and Prioritization:

Rankings reviewed; edits to be submitted by January 14, 2022.
Staff to meet with the Planning Commission on January 27th.

North Boundary Greenway:

Michelle Thornton presented a draft position paper on a power line for Horizon Center Industrial Park.

Discussion on preserving the aesthetics of the area while providing power redundancy to the industrial park.

City Manager Mark Watson and Electric Director Arda Ba provided updates on project approval and implementation plans.

Motion by Michelle Thornton to approve the draft resolution; seconded by Dan Robbins.
Outcome: Resolution approved unanimously.

Greenway System:

Rails to Trails Project: Engineers to meet with TDOT regarding Ernie’s Creek hydrology.
Greenway Master Plan Support: No report.
Roadside Safety Evaluations and Advocacy: No report.
Blueways Initiative:

Michelle Thornton reported on the land transfer from DOE to TWRA, including Clark Center Park.

Recommendation for City engagement with TWRA for blueway planning.
Parks & Recreation Stewardship, Maintenance, and Trail Development:

Report on CVTA workday at Haw Ridge Park.
Secondary Objectives:

Community Events: No report.
Development Opportunities for Disc Golf & Soccer on Tuskegee Dr.: No report.

Discussion on draft Bylaws, Rules & Procedures; minor editorial changes suggested.

Appearance and Citizen Comments
Doug Colclasure praised the Recreation & Parks Department’s parade float and provided an overview of the DOE to TWRA land transfer.

Pat Postma and Alan Tatum presented a proposal for additional work at the Peace Bell Pavilion site, requesting City funding and labor.

Discussion on adding the project to the CIP process or making a direct appeal to City Council.

Future Board agenda: Consideration of a recommendation for the Peace Bell Pavilion Project.

Updates and Observations (Non-Action Items)

Mark Watson reported on DOE property surveying adjacent to Whippoorwill Ave. for fence removal.

Director’s Report

Interviews for the Recreation Center Manager position were held, with an offer to be extended soon.
